Context and perspective


The Social and Solidarity Economy (ESS) is consolidated as a priority of
the Mediterranean countries, especially the Western basin, as evidenced
by the specific legislative provisions that have emerged in Spain
(2011), Portugal (2013) or France (2014), and are currently being
developed in Morocco and Tunisia, as well as in Catalonia. In the last
decade, these countries have appointed ministers of social economy, to
boost the development of ecosystems favourable for their growth, in line
with the 2030 agenda and the Sustainable Development Goals (SDGs).
The Blue Economy, a concept recognized by the European Union since 2012,
and which is currently being implemented in the Blue Growth Strategy, is
also in full development on the Mediterranean agenda. The Blue
Solidarity Economy (EBS) is, therefore, the conjunction of these two
concepts, seeking the integral, intelligent and sustainable use of
marine resources and coastal areas with the perspective and principles
of SSE.
The iesMed SCEL cooperative, together with the eco-union association and
other Mediterranean entities, wants to promote, from civil society and
transversality, this socio-environmental conjunction that opens up wide
and stimulating areas of experimentation, cooperation and activity
generation and occupation, mainly in coastal areas. To carry out this
convergence they have allied with the University of Girona and the
consultancy Unédito, to lay the foundations of the first EBS cluster in
Catalonia and the world.

Project summary

FEBSCat is a project financed as a singular project by the program to
promote the social economy and the cooperatives of the Department of
Labor, Social Affairs and Families of the Generalitat de Catalunya. It
consists of a set of studies and actions to prepare the first
Mediterranean meetings of the EBS to Mahdia (May 2020, Tunisia), the
upcoming Blue Social Economy Forum in Barcelona (October 2020) and the
launch of the Catalan cluster.
